CLI: Import and manage monitors

We have released a new version of our CLI.

It comes with 2 new commands:

• openstatus monitors import: It will import your monitors from your openstatus workspace to a YAML file
• openstatus monitors apply: Create, update and delete your monitors via your openstatus.yaml file.
